When an unidentifiable dead body is pulled out of the Hudson River, police detective Joe Weldon (John Littlefield) is charged with finding out who it is and how he died. His investigation quickly leads him to Vinny (Kevin Dillon), a two-bit hustler whose connection to the case raises more questions than it answers. But as the mystery deepens, Weldon discovers that the dead man spent much of his time waiting for someone on the bridge spanning Interstate 84 and realises this might be the clue that unlocks the puzzle.
