Neil Shaw (Wesley Snipes) is an American agent working undercover for the United Nations in order to uncover a plot to bring the UN down, on the eve of historic talks with China in the New York harbour. When Chinese refugees are found dead in a container a series of events culminates in the killing of the Chinese U.N. Ambassador.
